The Fayetteville-Manlius School District is committed to making sure that all students receive a quality education within the framework of their individual needs. The district provides a free and appropriate public education to students with disabilities, in the least restrictive environment, in accordance with Part 200 of Commissioner’s Regulations, the Individuals with Disabilities Education Act.

Multi-Tiered System of Support (MTSS)

A multi-tiered system of support (MTSS) is a framework to provide targeted and tiered interventions to student struggling to meet academic and behavioral standards. MTSS uses various screening and progress monitoring tools to determine if students are meeting the standards, and provides a tiered intensity to the levels of support, depending on student needs.

Academic Intervention Services (AIS)

Academic Intervention Services (AIS) are provided to assist students who are struggling to achieve the New York learning standards in English language arts and mathematics in grades K-12, and, social studies and science in grades 4-12.

Response to Intervention (RTI)

Response to Intervention is a process which includes the provision of systematic, research-based instruction and interventions to struggling learners. The instruction/interventions are matched to student needs, and the monitoring of student progress is continuous.

Special Education Services

The district provides a full range of special education programs and related services, at times, in conjunction with Onondaga-Cortland-Madison BOCES, including:

  • Teacher consultant services, direct and indirect
  • Resource
  • Special education classes – 8:1:1, 12:1:1. 15:1
  • Home-hospital
  • Residential program
  • Speech/language therapy
  • Psychological counseling
  • Occupational therapy
  • Physical therapy
  • Teacher of the Visually Impaired
  • Teacher of the Deaf (BOCES)
  • Audiological services (BOCES)

Referral process for students with possible special needs

  1. A parent and/or teacher seeking support services for a student who may need services or accommodations beyond the regular education program will contact the building school psychologist.
  2. With parent permission, the school psychologist will refer the child to the building Pupil Personnel Services Team.
  3. The PPS team will meet on the student, and a plan to address the concerns will be developed.
  4. The school psychologist will meet with parents and share the PPS plan. During this meeting, the full continuum of support services will be discussed, including eligibility for Academic Intervention Services (AIS)/Response to Intervention (RTI), Accommodations under Section 504 and/or Special Education.
  5. If the decision is made to refer the child to the Committee on Special Education (CSE) or for accommodations under Section 504, consent will be sent to parents and the components of a comprehensive evaluation will be explained by the school psychologist. During the evaluation process, if parents have questions or concerns they are to contact the building school psychologist. The school psychologist and appropriate staff will convene with parents prior to the committee meeting to share results and recommendations.
  6. Please contact the school psychologist should you have questions regarding your child’s attendance and support needs for extracurricular activities.

At any time during this process, parents have the right to request a comprehensive psychological evaluation.
